Lesotho Water Sector Improvement Project

Lesotho is a land-locked country that is characterized by high-mountain geography, with the lowest altitude around 1400 m and with the highest part of the country (Drakensberg) over 3000 m. It forms the upper catchment of the Senqu / Orange river basin and due to its geography provides about 40% of the total flow of this river, despite being only 5% of the total area of the basin. An important aspect of the water system of Lesotho is the Lesotho Highland Water Project, which provides water directly to South Africa by a system of surface water reservoirs and interbasin / transboundary water transfers. Despite the apparent surplus of water in the country, major shortages in supply occur due to the transfer of water and the location of the major water demand centres in the western “Lowlands”.

The project was the first part of the Lesotho Water Sector Improvement Project. This Component 1 (The Umbrella TA) has been divided into a set of various activities / tasks. The TA was divided into two main parts, which however were closely interrelated. These were:

  • A Water Sector Policy Advisory; and
  • Three small technical consultancies covering:
    • Development of a Water Resources Management Strategy
    • Development of a Drought Emergency Plan; and
    • Development of a Water Demand Strategy

The major task of the LWSIP, Component 1, was to review the water sector policy and capacitate the water sector in policy development as well as help the water sector in development of a Water Resources Management Strategy for Lesotho. In order to arrive at such a Strategy, sub-studies were incorporated in the project dealing with:

  • Water Demand Management Strategy (including a water account of Lesotho)
  • Drought Emergency Management Strategy,
  • Development of a number of measures on issues such as:
  • Tariff structure
  • Utility regulation
  • Water supply and sanitation services
  • Institutional and administrative framework
  • Capacity building
  • Stakeholders involvement and public awareness
  • Communication Strategy for the Water Sector
  • Legal and Regulatory Framework
  • Special performance Audits.
