He has a scientific background as policy analyst/ecological scientist and wrote numerous papers and book contributions on flood vulnerability, tsunamis, environmental flows, coastal erosion management, coastal resilience and sea level rise. Currently he is a member of the Working Group on Comprehensive Approaches to Flood Management of the International Commission on Irrigation and Drainage (ICID).
Dr. Marchand graduated in 1982 in Biology (MSc) at Leiden University. From 1982 till 1990 he followed a scientific career in the field of environmental science. In 1990 Dr. Marchand joined Delft Hydraulics (now part of Deltares) and participated in the first Global Vulnerability Assessment for Sea Level Rise as contribution to the IPPC Working Group on Responses. He was a Lead Author on the Flood and Storm Protection Chapter of the Millennium Ecosystem Assessment. He received his PhD at Delft Technical University on an integrated modeling approach to coastal flood vulnerability assessment.
Dr. Marchand is active as team leader or advisor for projects funded by World Bank, ADB, IADB as well as bilateral cooperation programmes on Coastal Zone Management, Adaptive Delta Management and Flood Risk Management in India, Vietnam, Barbados, Bangladesh, the Netherlands, Suriname, Egypt, Cyprus and Indonesia.
