About Jim Lilly

Jim Lilly is a disaster and flood risk management specialist at Deltares, working in the Flood Risk Management department. He holds a Bachelor of Science in Environmental Studies from Central Washington University and a Master of Science in Environmental Science: Water Science and Management from Utrecht University.

Jim is the product owner of Delft-FIAT, a rapid flood impact assessment tool used to support data-driven decision-making in disaster contexts. His work sits at the intersection of impact modeling, equity analysis, disaster financing, and recovery planning. He specializes in using risk and impact data to guide the selection of adaptive recovery measures that are context-specific, equitable, and cost-effective.

His approach combines technical expertise with policy relevance, aiming to align post-disaster investments with long-term resilience outcomes. Jim’s portfolio includes development of tailored recovery strategies, capacity-building for local partners, and advisory work on integrating informed approaches into disaster risk management frameworks.

He has contributed to projects across Africa, North America, and the Caribbean, with a focus on flood-prone urban areas and vulnerable communities. His work supports institutions and governments in translating impact data into practical, inclusive recovery pathways.
