About Sabrina Couvin Rodriguez

Sabrina Couvin Rodriguez is a water governance and urban resilience advisor at Deltares, with a decade of project management experience. Her work focuses on building partnerships to advance climate adaptation with a multi-level and multi-sectoral approach. With a strong emphasis on bridging the science-policy interface, she works on accelerating water governance, urban water resilience, and the international water agenda’s implementation. At Deltares, she co-leads the EPIC Response Program, supporting policymakers in strengthening institutional developments for the combined risk management of floods and droughts. Additionally, she serves as the IPDC Country Coordinator for Argentina and leads the multilevel governance track.

Sabrina has extensive experience working with governments, the private sector, and multilateral organizations on IWRM, WASH, climate change adaptation, and climate-resilient investments. As a Consultant for the World Bank, Ms. Couvin Rodriguez supported core task teams in large scale water sector operations, by facilitating project’s management, stakeholder engagement, and promoting effective project appraisal and implementation. She has also served as an Advisor and Program Manager at the State Secretariat for Infrastructure and Water Policy in Argentina, providing technical expertise and support in areas such as water governance, sustainable development, and climate change adaptation, coordinating the National Water Plan's Adaptation to Climate Hazards Program.

Sabrina holds a Civil Engineering degree from the University of Buenos Aires, an MSc in International Public Management and Public Policy from Erasmus University Rotterdam, and an MSc in Sustainable Urban Technologies from Buenos Aires University.
