Sharon.Tatman@deltares.nl LinkedIn profileSharon Tatman MSc BSc (Hons) is an expert in the field of Marine & Coastal Management with 20+ years of broad experience in applied research projects. She has a background in oceanography and marine ecology, earth observation and monitoring. Throughout her career she has worked on research and high-end consultancy projects, working together with international and national government organisations, industry and research partners, in order to support policy- and decision-makers in their planning and management of coastal and marine zones in relation to climate change and human use. Her projects include a wide range of environmental and policy-related topics, such as environmental impact assessments (e.g. land reclamation and dredging impact studies), science-policy interaction (MSP, ICZM, research into European directives such as MSFD and Natura2000) and innovative monitoring of marine and coastal zones. Apart from consultancy projects, she has also lead research such as the EU-funded Horizon2020 project VECTORS (https://www.deltares.nl/en/projects/understanding-different-current-potential-future-pressures-vectors-change-marine-environment/), where she was Workpackage co-leader on Integration and Data Management. More recently she has become involved in Energy Transition research, in particular focusing on offshore renewable energy production, and its impact on marine spatial planning and the physical-ecological system functioning, especially in the North Sea region.
Between 2008 and 2019 she was Head of Department within Deltares’ Marine & Coastal Systems Unit and responsible for the operational and strategic management of a team of approximately 35 scientists and engineers.

MONS (Monitoring Onderzoek Natuurversterking & Soortenbescherming) project
North Sea / Netherlands, 2020-2021
Positions held: Expert Advisor, Working Group leader on Innovative Monitoring, Member of the Expert Advisory Group
Main project features: development of a national research and monitoring agenda for the North Sea for roll-out in 2021- 2030 with a key focus on understanding the impacts of the energy transition, aquaculture production and fishing, and biodiversity and marine protective areas.
Activities performed: provision of expert advice on various topics by contributing to different working groups, Working Group leader on Innovative Monitoring (research and reporting), Deltares’ representative in the Expert Advisory Group and advising on project strategy and outputs, review of reporting by other Working Groups.

Assistance Mechanism for the implementation of Maritime Spatial Planning
North Sea / Netherlands, 2019-2021
Positions held: Expert Advisor
Main project features: support EU Member States in the process of MSP Directive implementation and their overall MSP country efforts. Deltares was designated as ‘MSP North Sea representative’ for the European MSP Platform and through the Assistance Mechanism worked closely with the European Commission on the North Sea basin, liaising between the Dutch government and the European Commission.
Activities performed: Provision of expert advice on the status and progress of the Netherlands' policy and management plans with respect to Marine Spatial Planning to the EU MSP Platform. Reporting, advising and remaining in regular contact with relations at the relevant Ministries and keeping up to date with MSP (and other Directives such as MSFD) progress.

North Sea research program development
North Sea / Netherlands, 2019
Positions held: Expert Advisor
Main project features: development of a comprehensive research agenda for the Dutch North Sea focusing on the topics: energy, food and nature protection.
Activities performed: inventory of research questions for the North Sea was carried out based on literature research of national policy reports and stakeholder interviews and workshops. A subsequent longlist of research questions was categorised and prioritised to deduce knowledge gaps. A final review was done by relevant sectoral stakeholders and ministerial officials resulting in a comprehensive research agenda for the North Sea. This research agenda became the North Sea chapter of the governments’ Knowledge & Innovation Agenda and eventually provided the terms of reference for a national 2020 public-private partnership call.

Manila Bay Sustainable Development Master Plan

Main project features: Provision of independent advice and guidance on an integrated Masterplan for sustainable development of Manila Bay, Philippines.

Activities performed: The project was carried out in close collaboration with the Ministries of Foreign Affairs and the Ministry of Infrastructure & Water Management of The Netherlands. Based mostly at the home office, my role was focused on overall project management, liasing between local team leader and home office staff, and keeping in close contact with ministerial staff and Deltares management and Director’s team, especially on issues of human rights and social inclusiveness.

Main project features: Development of integrated, multidisciplinary evidence-based understanding of changes in human use in the marine environment, the mechanisms of these changes and the ecological impacts expected.
Activities performed: development of data and information dissemination tools, expert advice and project management for the six Deltares Workpackages, Workpackage co-leader on “Integration” with focus on data management using the Open Earth software.
